investopedia.com에 실린 글입니다. 미국 부채 문제를 해결하기 위해 민주, 공화 양당 의원 12명으로 특별 위원회가 구성되었고, 올해 11월23일까지 1.2조 달러에 달하는 예산 감축방안을 마련한다고 합니다.

예산 감축에 대해 합의에 이룰지 판단하기에는 아직 이른 듯 보입니다만, 미국 상황이 낙관적이지 않는 것만은 사실인 것 같습니다.

끊임없이 증가하고 있는 미국 부채는 해결하기 힘든 문제인 것 같다. 미 의회와 오바마 행정부는 최근 부채 상한선을 2.1조억 달러 더 올리는데 합의하면서도 부채 문제를 해결하지 못했다.

America's relentlessly-escalating national debt seems like a problem that defies resolution. Congress and the Obama administration couldn't solve it recently when they agreed to raise the U.S. debt ceiling by another $2.1 trillion.


부채를 줄이는 대책에 합의하는 대신 미 의회와 오바마는 부채 문제를 특별 위원회에 넘겨 버렸다. 민주, 공화 양당 동일하게 6명씩, 12명으로 구성된 위원회는 미국 재정 상태를 조사하고 11월 23일까지 1.2조 달러의 예산 감축을 제안할 것이다.

Instead of agreeing on measures to reduce the country's staggering debt, Congress and the president handed off the problem to a so-called Super Committee. The 12-member, bipartisan committee of national legislators, with an equal number of Democrats and Republicans, will study U.S. finances and recommend $1.2 trillion in budget cuts by November 23. 만일 위원회에서 예산 삭감안을 합의하면 의회는 12월 23일까지 승인 표결를 해야 한다. 또한 의회에 서 가결되면 1.2조 달러 예산 삭감안은 효력을 발휘하게 된다. 늘 그랬듯이 무엇을 얼마나 삭감하는냐가 이슈가 될 것이다.

Reaching an Agreement
If the committee reaches an agreement on budget cut proposals, Congress must vote approval on them by December 23. If Congress votes on them accordingly, the $1.2 trillion in cuts will go into effect. As usual, however, the issues will be what gets cut and by how much.


위원회에서 토론해야 할 사항에는세금 인상, 세법 개혁, 사회보장, 노인의료보험, 의료보장, 건강관리, 노년 및 연방 은퇴 프로그램 등 많은 것들이 포함되어 있다. 이것들은 모두 의회에서 오랫동안 논의해 온 중요한 이슈들이다.

There are many items on the committee's agenda for discussion, including: raising taxes, revamping the tax code, Social Security, Medicare, Medicaid, healthcare for the elderly and the federal retirement program; these are all major issues that have been long debated in Congress.


또한 논의 가능한 감축은 35%의 법인세이다. 많은 민주, 공화당 의원들은 다른 나라에서 부과하는 세율에 비해 너무 높다는 것에 동의한다. 그러나 민주당 의원들은 법인세가 낮을 경우 수입의 편차를 메꿀수 있는 방법으로 세법의 헛점을 막을 것을 제안해 왔다.

Also up for debate and possible reduction is the 35% U.S. corporate tax rate. Many Democrats and Republicans agree that the rate is too high relative to rates imposed in other countries. Democrats, however, have proposed plugging tax loopholes as a means of making up the difference in revenue if the corporate rate is lowered. 


따라서 위원회는 그들의 유권자를 포함하여 모두가 동의할 수 있는 아이디어를 찾는데 어려움을 겪을 것이다. 예를 들어, 주택 모기지 이자 공제는 특히 논쟁거리가 되고 있고, 몇몇 의원들이 없애자고 제안한 상태이다. 올 봄에 실시한 USA 투데이/갤럽 조사에서  전체 세율이 낮아진다면 주택 모기지 이자 공제를 없애는데 동의하는지 설문했다. 결과는 61% 반대였다.

So the committee may have a difficult time finding ideas that everyone - including their constituents - can agree on. For example, another particularly controversial tax deduction that some legislators proposed eliminating is the home mortgage interest exemption. A USA Today/Gallup poll conducted this spring asked survey participants if they would approve eliminating that deduction if overall tax rates were also lowered. Sixty-one percent opposed the idea.


합의가 이뤄지지 않으면 어떻게 되는가? (What if an Agreement Can't be reached?)

위원회에서 1.2조 달러 예산 감축 합의에 실패하는 경우, 국내 및 국가 방위에 소요되는 비용 만큼 동일한 금액이 자동적으로 (세금으로) 부과될 것이다.

In the event that the committee fails to reach an agreement, $1.2 trillion in budget cuts will be automatically imposed in equal amounts on domestic and defense spending.


위원회 구성이 정치적 노선에 따라 동일한 수로 나눠져 있어, 많은 참관인들은 교착상태를 피할수 없을 것으로 예상한다.

With committee members divided equally along opposing political lines, many observers believe a stalemate is inevitable.


12명 위원들

공화당 - Jeb Hensarling, Jon Kyl, Pat Toomey, Rob Portman, Dave Camp, Fred Upton
민주당 - Patty Murray, Chris Van Hollen, John Kerry, Max Baucus, Xavier Becerra, James Clyburn

전하는 바에 의하면 위원회에서는 민주, 공화당 의원들이나 독립 기관들이 제안했던 해법들, 오바마 정부의 2010 초당적 적자 위원회 등에서 이미 제안했던 해법들을 토론의 기초로 이용할 것이라고 한다.

Committee members reportedly will draw upon previously proposed solutions from Republican and Democratic legislators, independent groups, Obama's 2010 bipartisan deficit commission, among others, as a basis for discussion.


그럼에도 불구하고 해법에 목말라 있고 양당의 말싸움 끝에 몰려 있는 미국 대중들은 정치 분석가나 예전 정치인들에 의해 위원회에 너무 기대하지 말라고 경고 받고 있다.

The American public, eager for solutions and an end to partisan bickering, have nevertheless been warned by analysts and former policy makers not to expect too much from the committee.


만일 위원회가 정치적이든 현실적인 이유로든 합의에 이른다면 감축 제안은 핵심에 촛점을 맞출것으로 기대되고, 의회 승인도 이루어 질 것이다. 반면 장기 조세, 사회보장 혜택 등 중요한 이슈들이 여전히 계속 남아 있게 될 것이다.

Reaching an Agreement
If the committee reaches agreement, as a political and practical matter, the suggestions are expected to be narrow in focus and likely to win Congressional approval, while the still nagging major issues will remain: long term taxes and entitlements. 최근 S&P가 미국 신용등급을 낮춘 것과 관련하여 미국이 다시 AAA 등급을 되찾을 수 있을지에 대해 investopedia.com에 실린 글입니다.

결국은 정부가 지출을 줄이고 세금 인상으로 수입을 증대시켜 국가 부채를 줄이는 것이 최선의 방법이라는 것입니다. 달러가 기축통화이긴 하지만, 미국이 언제까지 달러를 찍어낼 수 없다고 봅니다. 달러 가치의 하락은 곧 미국 경기의 인플레이션을 의미하니까요.

향후 부채에 대한 미국 정부 대응과 달러 가치 향방을 주목해야 할 것 같습니다.

최근 미국에 대한 S&P 신용등급 강등이 미국의 신용을 영구적으로 손상시킨 것인가? 그리고 미국이 AAA 등급을 다시 얻을수 있는가? 역사적으로 볼 때 첫번째 질문은 'No'이고 두번째 질문은 'Yes'이다. (신용을 영원히 손상시킨 것이 아니며 AAA 등급을 다시 얻게 될 것으로 이해됩니다.)

Is U.S. credit permanently tarnished by the recent downgrade of its debt by Standard & Poor's? Can the U.S. ever regain its once perfect AAA rating? If history is any guide, the answer to the first question is no. And the answer to the second question is yes.

한때 AAA 등급을 갖고 있었던 많은 나라들이 국내 경제 문제로 등급을 잃었지만 결국은 다시 AAA 등급을 되찾았다. 이러한 나라들이 이뤄냈던 것을 미국이 반복하지 않을 이유가 없다. 하지만 S&P가 미국의 신용을 재평가하기까지 많은 것들이 이루어져야 한다.

Many of the world's nations once enjoyed AAA ratings, then lost that rating because of domestic economic problems, but eventually regained it. There's no reason to prevent the U.S. from repeating what these other nations have accomplished. Much has to be done, however, before S&P might be inclined to re-evaluate its opinion of U.S. debt.

또 다른 메이저 신용평가 기관인 무디스와 피치는 아직 미국의 신용등급을 AAA로 유지하고 있지만, 두 기관은 미국의 경제 여건이나 믿기 어려울 정도의 빚을 미국 정부가 어떻게 다루는지에 따라 향후 강등이 일어날 수도 있다고 경고했다.

The two other major ratings services, Moody's Investor Services and Fitch, have yet to downgrade U.S. debt from AAA. But both firms have warned that a downgrade may occur in the future, depending on economic conditions and how the U.S. government handles its staggering debt. AAA 등급을 다시 회복한 대부분의 나라들은 경제적 문제들을 세금을 인상하고 재정 지원 혜택을 줄임으로써 해결하였다.

In almost every instance in which a nation recovered its AAA rating, economic problems were solved by cutting entitlement programs and benefits, and by raising taxes.

캐나다는 임금을 동결하고, 정부와 민간부분의 서비스 프로그램을 줄이고, 중앙 정부가 주 정부에 지출하 는 비용을 재조정함으로써 중앙 정부의 지출을 줄였다.

Canada reduced government spending by imposing wage freezes, cutting government and civil service programs, and reassigning certain national government expenses to provincial governments 

덴마크의 경우 세금을 인상함으로써 부채의 약 절반을 감축했다.

About half of Denmark's deficit was reduced through increasing revenue - taxes.

핀란드는 부채를 줄이기 위해 부가세를 인상하였고 국제 시장에서 자국의 통화가 경쟁력을 갖도록 평가절하를 단행했다.

Finland added a value added tax to reduce its deficit and devalued its currency to help it compete in global markets.

스웨덴은 사회 복지 혜택을 줄였을 뿐만아니라 소득세를 올렸고 환율도 수출 증대에 유리하도록 조정하였다. 

Besides cutting social benefits, Sweden also increased income and payroll taxes. A favorable exchange rate also helped increase exports.

오스트레일리아도 비슷하게 비용을 줄이고 수입을 늘림으로써 부채를 줄였다.

Australia similarly consolidated its debt, and both cut expenses and raised revenues.

미국의 계획 (The American Plan)

미 의회는 민주, 공화 양당 12명으로 Super Committee 를 구성하여 부채를 줄이고 AAA 등급을 다시 찾을 방법을 논의하고 있다. 위원회의 임무는 올해 추수감사절인 11월24일까지 1.2조 달러 예산 감축을 제안하는 것이다. 언론 매체들의 전문 리포터들이 예상하는 가능한 시나리오는 정치적 노선에 따라 분할된 권고안 정도이다.

Members of the U.S. Congress are now debating the methods in a 12-member so-called bipartisan Super Committee by which its debt can be reduced and its AAA rating restored. The committee's mission is to suggest at least $1.2 trillion in budget cuts by this coming Thanksgiving, November 24. The most likely committee scenario, according to many veteran print and broadcast media reporters, is a list of recommendations split along political lines.

미국 신용도 하락에도 불구하고 투자자들(개인, 기관, 소버린 국가들)은 FED 의장인 벤 버냉키는 향후 2년간 금리 인상이 없을 것이라고 했음에도 미국 재무부 채권을 계속 사고 있다. 따라서 미국은 돈을 계속 빌리게 되고 국가 부채는 수그러들지 않고 계속 증가할 것이다.

Despite the downgrade of American. debt, investors - individual, institutional and sovereign nation - have continued to buy U.S. Treasuries although fed chairman Ben Bernanke has promised there'll be no increase in yields for the next two years. 맺음말: 늘어나는 이자에 대한 FED 의장의 지불유예 선언이 2013년 만료되면 미국 경제는 어느 정도 호전될 수도 있을 것이다. 그리고 정부 지출을 줄이고 수입을 늘려 국가 부채가 감소되고 조절가능하여 안정적이 될 수도 있다. 이러한 여건이 되면 S&P는 위에서 언급한 나라들에서 처럼 AAA 등급을 다시 회복시킬 것이다. 그러나 S&P가 과거에 했듯이 (경제 상황에 따라) 신용등급이 더 떨어질 수도 있다.

The Bottom Line
When the Fed chairman's moratorium on interest increases expires in 2013, America's economy may be on a major upswing, the country's national debt may be stabilized, under control and being reduced as government spending is cut and revenues increase. Under those circumstances, S&P may restore the nation's AAA rating as it has to the countries mentioned above. But as S&P has done in the past, it can also lower the nation's debt rating even further.
